State of New Hampshire – New Hampshire Hospital (DHHS)
The State of New Hampshire, Department of Health and Human Services, New Hampshire Hospital has a full time vacancy for a Director of Health Information.
SCOPE OF WORK: Strategically develop, plan, direct, evaluate and report on daily operations of the New Hampshire Hospital Health Information Management Department in order to ensure the integration and coordination of hospital-wide patient information in a manner consistent with regulatory requirements and Hospital’s goals.
Oversees the development of interagency and intra-hospital collaborative efforts to analyze system barriers and develops strategies to enhance the service delivery system in a paper and electronic environment, inclusive of outcome measurement of said strategies.
Supervises professional Health Information Management staff, Health Information supervisor and other non-professional staff, to ensure competent service provision and attainment of hospital and DHHS objectives. Reviews and recommends personnel actions for subordinate employees including hiring, performance appraisals, annual increments and disciplinary actions.
Collaborates in the development, monitoring and analysis of hospital wide policies, practices and competencies.
Ensures compliance with reviewing/accrediting organizations’ standards including Joint Commission, Medicare/Medicaid and State and Federal standards of medical coding, reimbursement and documentation.
Coordinates with other state and federal authorities, professional staff, consumer groups, former patients, DHHS agencies and other medical/health care providers for problem resolution, education and assessment of system needs.
Develops and delivers lectures and other educational activities on mental/behavioral health issues such as coding, reimbursement and medical record documentation for hospital staff, NH government officials, provider groups and other constituent groups.
Organizes Health Information Department budget and manages staff activities regarding expenditures for compliance with hospital objectives and state regulations.
Directs key health information management functions including electronic and paper medical record management, medical transcription, disclosure of protected health information, medical coding, compliance with State and federal reimbursement requirements, analysis, and processing for timely, efficient, and effective completion of medical information for both inpatient and discharge patients.
Designs and develops Hospital information systems while maintaining responsibility as the primary source for structures and processes that support timely, accurate, accessible and secure patient data as required for treatment review, clinical decision making, program evaluation, outcomes analysis, billing and reimbursement.
Develops systems, processes, records and reports as required by the U.S. DHHS Centers for Medicare and Medicaid Services, federally contracted peer review organizations, the Joint Commission, and State law.
Prepares for and responds to legal issues including but not limited to subpoenas and court orders in accordance with Hospital policy and federal or State regulations.
Supports Medical Staff and Hospital committee work by preparing agendas and work plans for the Medical Records Committee, participating in the Hospital Compliance, Appeals and Billing Coordination Committees and co-chairing the Hospital’s Information Management Committee.
Networks with department managers, medical staff, Hospital administration and others as appropriate, to share information, and implement system changes aimed at establishing optimal medical-legal records, patient information flow and automated data systems. Originates the development, review, and revision of Hospital-wide policies and procedures related to the same. Consults with other various agencies to assist them with health information procedures and practices.
Develops processes for workplace safety and continuous quality improvement while demonstrating a commitment to customer service values through professional conduct and by promoting such values in assigned staff.
Education: Master’s degree from a recognized college or university with major study in healthcare administration or health information management.
Experience: Seven years’ experience in health information management, four years of which must have been in a management level position involving administrative or supervisory duties concerned with program administration, program planning and evaluation, or related management experience.
Education: Bachelor’s degree from a recognized college or university with major study in healthcare administration or health information management.
Experience: Eight years’ experience in health information management, four years of which must have been in a management level position involving administrative or supervisory duties concerned with program administration, program planning and evaluation, or related management experience..
License/Certification: Satisfactory completion of a Registered Health Information Administrator or a Registered Health Information Technologist examination. Membership in the American Health Information Management Association required. Additional mastery level coding certification as a CCS (Certified Coding Specialist) and / or CDIP (Certified Documentation Improvement Practitioner) is preferred.
Knowledge of health information management administration and evaluation. Knowledge of state and federal laws relating to HIPAA, other State and Federal regulations governing release of protected health information, reimbursement and coding of psychiatric services. Knowledge of the principles of supervision, administration, systems management and community organization as applicable to the health information management area. Ability to prepare budgets. Ability to express ideas clearly and concisely both orally and in writing. Ability to evaluate and analyze effectiveness and resource utilization of the Health Information Department. Ability to speak before public groups and legislative committees. Ability to establish and maintain effective working relationships with federal, state and other public officials. Must be willing to maintain appearance appropriate to assigned duties and responsibilities as determined by NH Hospital policy. Thorough knowledge of the professional evaluation of electronic and paper medical records, medical coding and the ability to compile statistics required for hospital service analysis. Ability to supervise and maintain medical records in both electronic and paper formats, centralized dictation systems, computer system functionalities and equipment selection; to compose a variety of memoranda or letters relating to the Health Information Management function; to supervise a group of subordinates both in and out of the particular unit; to establish and maintain effective relationships with other employees including the clinical staff. .
